As part of its commitment to fostering economic empowerment and sustainable service delivery, the Fezile Dabi District Municipality in the Free State is moving full steam ahead with its Expanded Public Works Programme (EPWP) for 2025. The initiative is designed not only to create employment opportunities—but also to build transferable skills, boost community pride, and address infrastructure needs across its four local municipalities: Moqhaka, Ngwathe, Metsimaholo, and Mafube.
Governance That Works
A robust governance framework underpins the programme. Since adopting its EPWP policy in October 2020, Fezile Dabi has a multi-tiered structure:
- Executive Leadership: The Mayor and Municipal Manager appoint champions and set targets in council meetings.
- Steering Committee: Oversees technical direction, internal planning, and quarterly reporting.
- Working Group: Comprising coordinators from relevant directorates—Environmental Health & Emergency Services, Project Management & Public Works—it ensures monthly coordination and contractor alignment.
This structure guarantees integrated oversight, labor‑intensive tendering, and alignment with municipal objectives.
POST 1: EPWP GREEN (CLEANING AROUND GOVERNMENT BUILDINGS) X 11
POST 2: EPWP BLUE (CLEANING OF CULVERTS & MAINTANANCE OF STORM WATER CANALS) X 19
DURATION: FIXED TERM CONTRACT
REQUIREMENTS:
- South African citizen, 18 years of age and above with a valid barcoded ID.
- Must be a permanent resident of Ngwathe Local Municipality, preferably Edenville, provide proof of residence / affidavit to confirm residence.
- Must be physically fit and disciplined to work with other team members on the maintenance and cleaning around Government Buildings.
- Must have communication skills and the ability to execute duties in line with the Programme, as requested by the Project Leader.
- Must be willing to enter into a 10 Months Fixed Term Contract.
- Participants will be responsible for their own transport to and from the workplace.
- Persons with disabilities are encouraged to apply.
RESPONSIBILITIES
- Carry out tasks as assigned by the Team Leader on the maintenance and cleaning around Government Buildings.
- Attend and participate in Training Progranumes when required to.
- Assist with inventory checks where applicable.

- Candidates must be prepared to be subjected to a security clearance
- Canvassing will automatically disqualify a candidate
