The Department of Forestry, Fisheries and the Environment (DFFE), in partnership with Mamusa Local Municipality and other stakeholders, proudly invites qualified candidates to apply for the Empower Youth Incubator Project. This initiative is a strategic effort aimed at fostering youth employment and skills development while supporting South Africa’s national priorities on employment equity and social inclusion.
About the Empower Youth Incubator Project
The Empower Youth Incubator Project is designed to provide meaningful placements and work experience opportunities for young South Africans, particularly those from designated groups. This project aligns closely with the DFFE’s commitment to the Employment Equity Act, the Expanded Public Works Programme (EPWP) Ministerial Determination, and the Code of Good Practice. These frameworks ensure fair and equitable access to job opportunities, promote inclusivity, and foster sustainable development.
By partnering with Mamusa Local Municipality and key stakeholders, the project offers a unique platform for youth to gain valuable skills and practical experience that will boost their employability and contribute to community development.
Who Should Apply?
The project seeks candidates who meet the following criteria:
- Have a minimum of a matric plus one year post-matric qualification or an equivalent qualification.
- Are motivated, skilled, and ready to contribute actively within their placement roles.
- Candidates from designated groups—particularly women, youth, and persons with disabilities—are strongly encouraged to apply.
- Candidates who have participated in and completed DFFE-funded occupational qualifications will gain automatic entry.
- Basic knowledge and understanding of the Expanded Public Works Programme (EPWP) and its reporting protocols.
- Basic understanding of EPWP and its relationship with national, provincial and local government priorities.

The project specifically targets young people, aiming for 100% youth participation in the placements. Women are to constitute 60% of the employed candidates, and persons with disabilities should make up at least 2% of the workforce. These demographics underscore the program’s dedication to fostering diversity and ensuring that marginalized groups receive priority access to development opportunities.
Why This Project Matters
South Africa faces high youth unemployment rates and skills shortages in various sectors, including environmental management and local government. The Empower Youth Incubator Project provides a critical bridge between education and the workplace, enabling young people to apply their theoretical knowledge in real-world contexts.
Participants in the project will benefit from structured mentorship, workplace exposure, and training aligned with the goals of the Expanded Public Works Programme (EPWP). This not only equips them with marketable skills but also empowers them to become active contributors to the country’s green economy and sustainable development agenda.
