In a bid to address youth unemployment and strengthen community safety, the Raymond Mhlaba Local Municipality has introduced a transformative initiative: the EPWP Law Enforcement Learnership Programme. This strategic programme is part of the broader Expanded Public Works Programme (EPWP), a national effort by the South African government to provide training and temporary employment opportunities to young people across the country.
Situated in the Eastern Cape, the Raymond Mhlaba Municipality understands the challenges facing its communities—chief among them being crime and the lack of opportunities for the youth. This Law Enforcement Learnership Programme is designed to tackle both issues by equipping young individuals with relevant skills, discipline, and real-life work exposure in the field of municipal law enforcement.
What the Programme Offers
Participants in the programme will be given both theoretical classroom training and on-the-ground practical experience. The curriculum focuses on vital areas such as:
- Municipal by-law enforcement
- Public safety regulations
- Traffic control and crowd management
- Community policing principles
- Legal and ethical conduct in enforcement roles
Learnership candidates will be mentored by seasoned officers and professionals, helping them develop essential workplace skills and law enforcement techniques. On successful completion, participants will receive a recognised certificate that could open doors for further studies or formal employment in the safety and security sector.
WHO CAN APPLY?
To qualify for this opportunity, applicants must generally:
- Be South African citizens residing within the jurisdiction of Raymond Mhlaba Municipality
- Be between the ages of 18 and 35
- Possess a Grade 12 (Matric) certificate
- Be physically and medically fit
- Be free from any criminal record
- Be unemployed and not currently enrolled in any other learnership
- Confirmation letter from the Ward Councillor (not proof of address)
Preference is often given to youth, women, and people with disabilities, in alignment with the municipality’s commitment to inclusive economic development.

- Seymour: Municipal Offices — Office of the Unit Manager
Applications should reach the afore mentioned Municipal Offices by not later than 12HOO on the 30″ June 2025. Failure to attach the required documents will disqualify your application.
