The Frances Baard District Municipality, located in the Northern Cape, continues to invest in youth development and public service capacity-building through its Municipal Finance Management Internship Programme (MFMIP). Designed to strengthen financial management skills in the public sector, this structured internship provides graduates with critical hands-on experience and professional exposure in line with the National Treasury’s strategic objectives.

What is the Municipal Finance Management Internship Programme?

The MFMIP is a prestigious 2-year internship initiative aimed at producing competent financial managers for local government. Interns are placed within the Budget and Treasury Office, where they are mentored by seasoned municipal finance professionals. The programme emphasizes compliance with the Municipal Finance Management Act (MFMA), 2003, ensuring that interns are well-versed in public sector financial legislation, policy, and procedures.

It’s not just about theory—this internship empowers interns to apply accounting, budgeting, revenue management, and procurement knowledge in real municipal scenarios. Ultimately, the programme aligns with the government’s commitment to clean audits, financial transparency, and ethical governance at local levels.

 

 

WHO CAN APPLY?

The applicants must be in possession of:

  • a Bachelor’s Degree or National Diploma with majors in Accounting, Economics or Finance including risk management and/or Auditing and Taxation, among others.
  • The interns will sign an internship agreement which is in addition to the employment contract.
  • The effect of the agreement is to ensure commitment to the programme which requires full participation in the educational, workplace assignments and observance of policies and procedures.
  • The candidate must have excellent prioritising and ability to manage a variety of tasks simultaneously.
  • Ability to work in a pressurised environment.

Preference may be given to residents within the Frances Baard District or graduates from historically disadvantaged communities.

KEY PERFORMANCE AREAS:

  • Applies instructions to support the preparation of budgets and financial statements by accessing system information, performing calculations and adjustment to entries, reconciling and consolidating accounting transactional information, preparing and submitting schedules and attending to the collation of general information for specific reporting purposes in order to ensure timelines and requirements for presenting information is conformed with.
  • Checking expenditure and income transactional information reflected on ledger reports and, extracting and referring queries for the attention of the immediate superior.
  • Updating specific fields of the consolidated budget information system and applying formulae to calculate expenditure and income trends.
  • Attending to adjustments of calculations based on comments received from the immediate superior.
  • Updating income and expenditure information against budgetary provisions, referring to specific recordings/ posting of transactions.
  • Reconciling and consolidating of transactional information, cross checking totals and entries and submitting for verification.
  • Processing adjustments/ journals and applying procedures in respect of balancing income and expenditure ledgers.

 

 

BENEFITS OF THE PROGRAMME:

Interns are appointed on a 2-year contract and receive a monthly stipend (R100 000.00 per annum all-inclusive package) as determined by National Treasury guidelines. While the internship does not guarantee permanent employment, it significantly enhances participants’ employability within the public and private sectors. Graduates of the MFMIP often go on to secure senior roles in municipal finance or enroll in further professional certifications such as CIGFARO (Chartered Institute of Government Finance, Audit and Risk Officers) or SAIPA.

  • In-depth training in Integrated Development Planning (IDP), Service Delivery Budget Implementation Plans (SDBIP), and other public finance tools.
