POST 1: SENIOR MANAGER: HUMAN CAPITAL MANAGEMENT

REFERENCE NUMBER: CS/01/01  

SALARY (PER ANNUM): R 1,105,383

DESIRED EXPERIENCE & QUALIFICATION

  • Master’s degree in Human Resources Management/ Industrial Psychology or related field with at least 10 years extensive experience as a generalist in the Human Capital Management field, and at least 5 years credible management experience in the field
  • Experience in Organisational Development.
  • Knowledge of the Public Service legislative framework.
  • Understanding of HR spectrum and legislations governing HR in the public sector
  • Financial Management, project management. Strong HR Generalist skills. Knowledge and experience in applying human capital-related acts such as the Labour Relations Act, Basic Conditions of Employment Act, Employment Equity Act, and Skills Development Act.
  • Excellent communication (verbal & written) skills.
  • Ability to work under pressure and build stakeholder relationships.
  • Computer literacy with sound knowledge of full MS Office.
  • The successful incumbent must be dynamic, conceptual, self-motivated, and self-managing.

POST 2: MANAGER: SUPPLY CHAIN MANAGEMENT

REFERENCE NUMBER: CS/01/02  

SALARY (PER ANNUM): R 766,584

DESIRED EXPERIENCE & QUALIFICATION

  • A 3-year post-matric qualification (NQF level 7) in Supply Chain Management
  • Postgraduate qualification in Supply Chain and Procurement Management will be an added advantage.
  • 5 Years relevant experience, including 3 years in a supervisory capacity
  • Extensive knowledge of supply chain management in the public sector
  • Ability to manage and oversee tendering processes
  • Knowledge of legislation governing the procurement of goods and services in the public sector
  • In-depth knowledge of the principles espoused by the PFMA; PPPFMA; BBBEE
  • Management of the Central Supplier Database processes
  • Excellent writing and verbal communication skills, and the ability to liaise at all levels within a public entity
  • Computer literacy with sound knowledge of the full MS Office suite
  • Good stakeholder relations and willingness to work co-operatively in a team.

POST 3: MANAGER: EVALUATION AND MONITORING

REFERENCE NUMBER: QAM/01/03

SALARY (PER ANNUM): R 825,840

DESIRED EXPERIENCE & QUALIFICATION

  • A postgraduate qualification (NQF level 8) or equivalent in Education with specialisation in Assessment, Curriculum or Education Management.
  • A minimum of 10 years’ experience in the education field with at least 5 years at supervisory level.
  • Experience in developing strategic documents.
  • Experience in policy drafting and maintenance and implementation (monitoring).
  • In depth understanding of the South African education landscape.
  • Presentation of good quality work, self-managing, dynamic and self-motivated individual.
  • Possesses good interpersonal, planning, execution, project management, technical, facilitation, training, and co-ordination skills.
  • Leadership skills and management of financial and human resources.

POST 4: ASSISTANT MANAGER: HUMAN CAPITAL MANAGEMENT

REFERENCE NUMBER: CS/01/04

SALARY (PER ANNUM): R 527,506

DESIRED EXPERIENCE & QUALIFICATION

  • A Bachelor’s degree or B-Tech in Human Resources Management/ Psychology/ Industrial Psychology or related filed.
  • An honours degree in Human Resources Management or related field will be an added advantage.
  • At least 5 years’ experience in a Human Resources Generalist role (Talent acquisition/ Recruitment, HCM Governance, Job Evaluation, On-Boarding, Training and Development and Performance Management) with strong human capital administration experience.
  • Reporting and People Information Analytics.
  • Extensive computer literacy.
  • Experience in HR Metrics, Employment Equity and Workplace Skills Plan reporting.
  • VIP / Sage Payroll software experience is a must.
  • Good knowledge of labour laws
  • Ability to take Initiative.
  • Perseverance / Tenacity / Stress Tolerance.
  • Planning and organising.
  • Good oral communication and writing skills.

POST 5: ASSISTANT MANAGER: VERIFICATION

REFERENCE NUMBER: CS/01/04

SALARY (PER ANNUM): R 564,118

DESIRED EXPERIENCE & QUALIFICATION

  • An appropriate, recognized 3 to 5 year higher education qualification is essential.
  • The successful incumbent must have proven knowledge, experience and understanding of the verification and certification/examination process for public and private education institutions.
  • 3 – 5 Years’ experience in management in verification and/or certification or a related field and extensive knowledge of the South African Education and Training Certification systems and Quality Assurance processes are required.
  • Targeted for appointment to this critical management function is an individual with experience in verification and/or certification processes, relating to the qualifications registered on the General and Further Education and Training Qualifications Sub-framework (GFETQSF).
  • Assistance in the development and implementation of policy relating to verification of qualifications and certificates issued is an integral part of this function.
  • The incumbent must have experience in the management and engagement of policies related to qualifications.
  • Excellent administrative and organisational skills, with extensive computer skills in Microsoft Office Suite are specific requirements.
  • Should have excellent telephone etiquette, stakeholder liaison skills coupled with good interpersonal relations as well as the ability to manage an extensive filing system.
  • Good communication and writing skills, accurate data capturing skills, the ability to work independently, handle enquiries and work under pressure are requirements.
  • Having worked in an educational environment would be an advantage.

POST 6: ASSISTANT MANAGER: QUESTION PAPERS

REFERENCE NUMBER: QAM/01/06

DESIRED EXPERIENCE & QUALIFICATION

  • A Bachelor’s degree in Education
  • Knowledge of quality assurance in education and training
  • At least 5 years’ experience in further education and training with at least 3 years at middle managerial level
  • Knowledge of the Curriculum Assessment Policy Statements (CAPS)
  • Experience in the development and moderation of the National Senior Certificate and Senior Certificate (amended) examination question papers
  • Experience in the marking of the National Senior Certificate and Senior Certificate (amended) examination
  • An honours degree in education would be an added advantage
  • Computer skills
  • A valid driver’s license.•Experience in developing policies, guidelines, and instruments
  • Experience in facilitation and training
  • In depth understanding of the legislative framework that informs Umalusi’s work
  • Present good quality work, be self-managing and a team player
  • Dynamic, self-motivated, and self-managing individual
  • Possess good interpersonal, planning, execution, project management, technical, facilitation, training, and co-ordination skills

POST 7: ASSISTANT MANAGER: ADULT EDUCATION AND TRAINING (AET)

REFERENCE NUMBER: QAM/01/07

DESIRED EXPERIENCE & QUALIFICATION

  • A Bachelor’s degree in Education
  • Knowledge of quality assurance in education and training
  • At least 5 years’ experience in the Adult Education and Training (AET) field with at least 3 years at middle management experience in education
  • Extensive understanding of the Adult Education and Training sector
  • Knowledge of curriculum, examinations and assessment policies for AET
  • Experience in the management and monitoring of the conduct, administration and management of National examination
  • Experience in the moderation and marking of the GETC: ABET examination
  • Computer skills
  • A valid driver’s licence.
  • Experience in developing policies, guidelines, and instruments
  • Experience in facilitation and training
  • In depth understanding of the legislative framework that informs Umalusi’s work
  • Present good quality work, be self-managing and a team player
  • Dynamic, self-motivated, and self-managing individual
  • Possess good interpersonal, planning, execution, project management, technical, facilitation, training, and co-ordination skills

POST 8: ASSISTANT MANAGER: MONITORING AND EVALUATION: POST-SCHOOL QUALIFICATIONS (TVET)

DESIRED EXPERIENCE & QUALIFICATION

  • An appropriate recognised 3 or 4 year higher education qualification and a teaching qualification
  • At least 3-5 years’ experience as an educator in the technical and vocational education and training sector and 3 years managerial experience in education
  • Extensive knowledge of and insight into curriculum and assessment policy and legislation relating to Technical and Vocational Education and Training (TVET) sector
  • Knowledge and understanding of Umalusi legislative mandate
  • Experience in teaching and assessment of Report 190/191 Engineering Studies N2-N3 and the National Certificate (Vocational) Level 2-4
  • Knowledge and experience in the quality assurance processes and procedures for national examinations and assessment practices
  • Computer literacy
  • A valid driver’s licence. Knowledge of quality assurance in education and training.
  • Present good quality work, be self-managing and a team player.
  • Possess good communication, project management, planning, execution, technical, report writing, good interpersonal, facilitation and co-ordination as well as computer skills.
