Steve Tshwete Local Municipality Bursary Programme 2026

 

 

The Steve Tshwete Local Municipality is committed to supporting youth empowerment through education. As part of this initiative, the Municipality invites applications for the 2026 Bursary Scheme, which aims to assist deserving and qualifying youth between the ages of 18 and 35 who reside within the municipal jurisdiction (STLM – MP313).

This bursary opportunity is targeted at students wishing to pursue full-time or distance learning undergraduate studies at public universities or TVET colleges.

Eligibility Requirements

To qualify for the bursary, applicants must meet the following conditions:

  • Be a South African citizen residing within the borders of STLM – MP313.
  • Preference is given to applicants from previously disadvantaged groups and those living with disabilities.
  • Must have applied for and been admitted into a public institution of higher learning to pursue undergraduate studies.
  • Current Grade 12 learners who have applied for admission and received provisional acceptance may apply.
  • Household income must not exceed R350,000 per annum.
  • Applicants must be studying at a public university or TVET college for the first time.
  • Only one bursary or loan may be held.
  • Students with incomplete undergraduate qualifications or first-time bursary recipients may be considered, subject to supporting documents (academic records, financial history).

Bursary Funding

Funding will be allocated annually, depending on budget availability. The bursary covers:

  • Tuition fees (as per institution’s fee structure).
  • Accommodation and meals, subject to supporting documents (boarding fee structure, lease agreement, etc.).
  • Learning materials such as prescribed books and study essentials.

Note: The Municipality does not guarantee full funding. Allocation depends on budget affordability and agreements between learners and the Municipality.

 

 

Required Documents

Applicants must attach certified copies of the following:

  • ID of applicant and parents/guardians.
  • Grade 12 certificate/results or Grade 11 results for current matriculants.
  • Admission letter from an institution.
  • Academic records for applicants already studying.
  • Motivational letter.
  • Proof of household income (parents/legal guardians).
  • Affidavits if parents/guardians are unemployed.
  • Certified death certificates (if applicable).
  • Marriage certificate (if applicable).
  • Proof of SASSA grant (if applicable).
  • Indicate if parents are employed by the Municipality.

The bursary scheme supports studies in the following areas:

  1. Engineering – Civil, Electrical, Chemical, Mining, Mechanical.
  2. Financial Management, Accounting & Internal Auditing.
  3. Town & Regional Planning, Architectural Design, Quantity Surveying, Real Estate/Property Valuations & Management.
  4. ICT & Communications Technology.
  5. Legal Studies.
  6. Environmental & Development Studies.
  7. Media Studies.

  • No late, emailed, or faxed applications will be accepted.
  • The selection process is at the sole discretion of the Municipality and will follow relevant policies and procedures.
  • Only shortlisted candidates will be contacted.
