The Mangaung Metropolitan Municipality has announced a remarkable opportunity for unemployed residents through the Presidential Employment Stimulus (PES) programme. Designed to alleviate youth and community unemployment while promoting sustainable development, this initiative offers short-term Expanded Public Works Programme (EPWP) contracts lasting ten (10) months across various sectors. Eligible candidates residing within Mangaung’s jurisdiction are encouraged to apply for roles under three key sub-programmes: Urban Vegetable Gardening, Recycling, and Biogas Projects.
Notably, previous participants in Mangaung’s EPWP, PEP, or PES projects will not be considered, in a bid to create fair access for new job seekers amid a high unemployment rate.
Urban Vegetable Gardening Project
This project seeks to empower individuals with practical agricultural skills while promoting local food security and entrepreneurship.
Urban Farmer
- Daily Stipend: R210
- Requirements:
- South African citizen
- Basic literacy and numeracy
- Willingness to work outdoors and perform physical tasks
- Interest in environmental conservation
- Willing to undergo training and start a business in 2 months
Team Leader: Urban Vegetable Gardening
- Daily Stipend: R270
- Requirements:
- Matric certificate
- Minimum NQF Level 5 in agriculture/environmental studies
- Strong leadership and communication skills
- Willing to train and establish a business

Recycling Project
This eco-conscious programme is ideal for those passionate about waste management and environmental sustainability.
Participant: Community Recycling and Enterprise Trainee

- Interest in conservation and waste management
- Willing to learn and launch a business in 2 months
Team Leader: Community Recycling and Enterprise Trainee
- Daily Stipend: R270
- Requirements:
- Matric certificate
- Minimum NQF Level 5 in waste management/environmental studies
- Demonstrated leadership ability and team coordination

Establishment of Small-Scale Biogas Project
This pioneering initiative supports the development of biogas systems and communal vegetable gardens using agricultural waste, promoting clean energy and sustainable food practices.
Participant: Agricultural Waste Management – Bioconversion Techniques

- Requirements:
- Matric certificate
- Interest in composting, biogas, and waste-to-energy systems
- Passion for sustainable farming
Team Leader: Agricultural Waste Management – Bioconversion Techniques
- Daily Stipend: R270
- Requirements:
- NQF Level 5 in agriculture/environmental studies
- South African citizen with leadership and technical skills
Administrator: Agricultural Waste Management – Bioconversion Techniques
- Daily Stipend: R300
- Requirements:
- Minimum NQF Level 5 (admin/project management preferred)
- Certificate in Computer Literacy
- Experience in admin roles is an added advantage

Van Stadensrus, Dewetsdorp, Thaba Nchu (Spitskop, Ratau, Rakhoi), Soutpan, Bloemfontein (Khayelitsha, Phase 7)

- Must be unemployed
- Not receiving a ward committee stipend
- Must possess a valid South African ID
- Must have a TAX number (or create one)
