Your engineering diploma could meet the advertised qualification level—but the wrong subject combination may still prevent you from qualifying for this programme.
The Department of Mineral and Petroleum Resources (DMPR), through its Mine Health and Safety Inspectorate, is inviting qualifying South African graduates to apply for the Learner Inspector Programme 2026/2027–2028/2029. The notice appears on pages 10–11 of the DMPR annexure in DPSA Public Service Vacancy Circular 40 of 2026, published on 6 November 2026.
There are two advertised places at Pretoria Head Office, each with a monthly stipend of R8,174.75, and both close on 20 November 2026. The first post accepts relevant Electrical Engineering (Heavy Current) or Mechanical Engineering qualifications; the second concerns Mining Engineering.
Two details deserve attention before you apply: the subjects you studied must qualify you for the GCC or MMC candidate pathway, respectively, and both posts require a valid Certificate of Fitness because the work involves underground activities. Merely having a similar-sounding engineering course does not establish eligibility.
The department accepts applications through its official e-Recruitment portal and also permits post, courier or hand delivery. Before choosing a reference, compare your qualification through the Edupstairs Careers and Qualifications Explorer and prepare your truthful CV using the ATS CV Assistant.
Editorial accuracy: The circular uses the financial-year label 2026/2027–2028/2029 but does not state a precise commencement date, a month-counted contractual duration or a guarantee of permanent appointment. This is a Learner Inspector training programme, not automatically a registered SETA learnership with a specified SAQA ID.

Both offer R8,174.75 per month, both require a relevant National Diploma or Degree, and both state that underground work requires a valid Certificate of Fitness.
If your qualification is Electrical Engineering, check that it is in the Heavy Current discipline for Post 40/111. If it is Mining Engineering, use Post 40/112 instead. Each reference has its own application; the official portal provides the common recruitment entry point, not a separately verified direct form URL for each reference.

Who is the qualification intended for?
The employer lists a National Diploma or Degree in Electrical Engineering (Heavy Current) or Mechanical Engineering. Crucially, the qualification must include qualifying subjects completed during the course of study that are accepted for Government Certificate of Competency (GCC) candidacy.
That means an Electrical Engineering qualification title alone is not enough to prove your eligibility. For example, do not automatically assume an Electrical Engineering (Light Current) qualification meets the stated Heavy Current pathway.
Mechanical Engineering graduates must also confirm that the modules and academic record satisfy the applicable GCC-candidate subject requirements. The department has not published a complete qualifying-module list in this two-page advert. It is therefore better to verify subject equivalence with the recruiting department than to guess.
What might this career involve?
Mine Health and Safety inspection is a technical regulatory environment. Professional activities in this sector can involve engineering systems, safe plant operations, incident-prevention principles, technical evaluations and compliance with mine-safety requirements. These are general career examples, not a promised day-by-day duty list: the DPSA advertisement does not supply a detailed curriculum or assignment schedule for the learner.
Explore the electrical and mechanical engineering occupations through the Careers and Qualifications Explorer, and research engineering occupation and skills information through the National Skills Intelligence Explorer.
Underground requirement: The employer specifically says the work will involve going underground and that a valid Certificate of Fitness will be required. The advert does not say a self-declaration of good health is an adequate substitute.

The second Learner Inspector position requires a National Diploma or Degree in Mining Engineering.
The department adds a specific academic condition: the subjects obtained during the course of study must allow acceptance as a Mine Managers Certificate of Competency (MMC) candidate.
A general university degree, an unrelated technical diploma or mere interest in mining does not meet this expressly stated qualification requirement. Applicants should compare the actual course content on their academic transcript with the department’s MMC-candidate conditions and obtain clarification if uncertain.
A mining engineering pathway can relate to mining operations, statutory standards, hazards, risk management and underground safety. The precise supervision, training duties and competence-assessment arrangements for this placement are not detailed in the announcement.
The advert again states that a valid Certificate of Fitness will be required due to underground work. Consider both the physical environment and practical relocation costs before applying.
For wider career planning, use Career Discovery and explore the mining-related occupational development routes accessible through the SETA Platform.

The words “to be accepted as a … candidate” are important. They are not simply decorative phrases on the recruitment advertisement.
GCC candidate pathway: For Post 40/111, the department expects qualifying Electrical (Heavy Current) or Mechanical Engineering study subjects associated with acceptance as a Government Certificate of Competency candidate.
MMC candidate pathway: For Post 40/112, the Mining Engineering qualification must include subjects associated with acceptance as a Mine Managers Certificate of Competency candidate.
What the notice does not say: It does not say applicants must already possess the completed GCC or MMC certificate. It also does not list exact subject names, credit totals, examination exemptions or an award guarantee.
How to check your academic fit
- Find your official qualification title and academic transcript or statement of modules.
- Check the specified discipline: Electrical Heavy Current / Mechanical Engineering for
/001, or Mining Engineering for/002. - Identify whether your modules satisfy the appropriate GCC/MMC candidate pathway.
- Contact the department’s recruitment enquiry officers if your institution uses a different course name or you are uncertain about module equivalence.
- Do not claim GCC/MMC candidate eligibility if the facts have not been confirmed.
You can use the Careers and Qualifications Explorer to investigate registered qualifications, but that educational tool cannot issue official GCC/MMC candidate acceptance on DMPR’s behalf.

Both job notices contain the same explicit warning: because the work involves working underground, a valid Certificate of Fitness is required.
This is a safety-sensitive recruitment condition. Mine work can expose personnel to specialist environmental, physical and operational hazards, so employers must apply appropriate occupational medical and fitness requirements.
Do not confuse the fitness certificate with a qualification certificate. A National Diploma proves academic education; the required Certificate of Fitness concerns suitability for the specified underground environment.
The advertisement does not name a particular medical provider, medical examination format, expiry period or the exact date at which the certificate must be provided. It is therefore appropriate for applicants to ask the department how and when it will verify the certificate, rather than paying for an unverified assessment or inventing an approved medical route.
The general internship notice also explains the department’s personnel suitability and security vetting, but those checks are separate from the occupational fitness requirement.

The Learner Inspector heading invites qualifying South African graduates. Applicants should have the precise qualification and qualifying subjects for the post they select.
The application rules explicitly confirm:
- A National Diploma or Degree in the relevant discipline, with the required GCC/MMC candidate subjects.
- A valid Certificate of Fitness for the underground work involved in either position.
- A current Z83 application form, fully completed, accurate, legible, honestly provided, signed and dated.
- A comprehensive/detailed CV, with at least three contactable referees in the Z83/CV application information.
- A separate application for each position if applying for both reference numbers.
- Agreement to lawful personnel-suitability and security-clearance checks where applicable.
Do not invent further restrictions
The specific Learner Inspector notice does not give a numerical age limit. It also does not expressly list a blanket unemployment condition in the quoted application instructions. Follow any additional conditions displayed on the employer’s live vacancy page and answer employment-status questions honestly.
Importantly, the earlier 20-post Graduate Internship Programme includes an explicit restriction on those who have previously taken part in other government internships. That sentence is not repeated in the separate Learner Inspector notice on pages 10–11. Applicants should not automatically treat the two programmes as having identical eligibility rules; contact DMPR if a past government internship might affect your application.
The Learner Inspector notice does not say an N2, N3, ordinary Matric or NC(V) Level 4 qualification alone qualifies a candidate for either post. These are graduate-level engineering vacancies.

The department identifies the financial years 2026/2027–2028/2029 for the Learner Inspector Programme. Both positions are listed at the Pretoria Head Office, and both offer R8,174.75 per month.
Do not turn the financial-year label into a guaranteed 36-month contract, a particular start date or a promised end date. The source does not state the precise employment contract period in months. Those terms should be confirmed directly with DMPR if an offer is made.
Although the administrative centre is Pretoria, underground site work is part of the advertised nature of the positions. Being based at Head Office must not be interpreted as a guarantee that duties will take place only at a desk.
The advert does not specify an additional travel allowance, accommodation allowance, guaranteed permanent employment or details of study funding. Consider transport and living costs as part of personal planning, and verify the complete conditions before accepting any offer.

A strong engineering qualification cannot compensate for an incomplete government application.
The Learner Inspector notice requires the current Z83 Application for Employment form, which came into effect on 1 January 2021, together with a comprehensive or detailed CV. Use the official DPSA Z83 form or explore the guided Edupstairs Z83 Assistant for form-completion support.
At initial application stage, prepare:
- One properly completed, signed and dated Z83 form for the specific reference.
- A detailed CV describing your real qualification, engineering modules, relevant projects and accurate contact details.
- At least three contactable referees in your CV/Z83 application information.
- The correct
DMPR/LIP/2026/001orDMPR/LIP/2026/002reference. - Correct login/portal information if you are using the online system.
- Proof of submission, or postal/courier delivery details if you use a physical route.
What about certified qualifications and ID copies?
The source states that only shortlisted candidates will be required to submit certified qualifications and other relevant documents on or before the interview, and that the certified copies should not be older than six months. Do not represent that as a universal initial-upload requirement. However, follow any explicit document fields on the live employer portal, and seek clarification if instructions differ.
Fitness certificate: The separate post notices require a valid Certificate of Fitness. They do not expressly state that a scanned copy must accompany the initial Z83 and CV, so confirm the stage at which DMPR needs the certificate.

This is one of the easiest instructions to overlook when using government recruitment forms.
The DMPR Learner Inspector notice says applicants seeking more than one post must submit a separate Z83 form and associated application documents for each reference.
For example:
- Application A: Post 40/111, reference
DMPR/LIP/2026/001, for a qualifying Electrical Heavy Current or Mechanical Engineering graduate. - Application B: Post 40/112, reference
DMPR/LIP/2026/002, for a qualifying Mining Engineering graduate.
The advertisement warns that where someone puts several posts on one form, only the first post will be considered. You should apply to both only if you genuinely meet both sets of academic requirements, not simply to increase your chances.
The employer allows an applicant to withdraw a submitted application in writing.

Your CV should make your academic discipline and its qualifying modules easy to identify.
A Mechanical Engineering graduate might highlight authentic modules, design projects, safety-related coursework and supervised technical practicals. An Electrical Heavy Current graduate might describe genuine exposure to power systems, machines or relevant engineering laboratory work. A Mining Engineering graduate might highlight mining methods, mine planning, engineering geology or safety-focused academic work only where actually studied.
Use the Edupstairs ATS CV and Cover Letter Assistant to structure the CV, but avoid inventing GCC/MMC acceptance, fitness certificates, practical experience or professional registration.
A practical CV checklist includes your exact diploma/degree title, institution and completion year; relevant engineering subjects; truthful technical projects or workplace experience; up-to-date contact details; and three references who have agreed to be contacted.
The correct DMPR reference number belongs on your Z83 application and can be included in your application materials as appropriate.

The Learner Inspector programme may offer experience relevant to technical mining regulation and professional development. The precise progression and completion outcome depend on the actual training contract, assessments and statutory eligibility conditions, which the advertisement does not describe fully.
For applicants considering a career in the mining industry, the Mining Qualifications Authority (MQA) is a relevant organisation for researching occupational learning pathways. Explore the SETA Platform and its MQA programme information, while remembering that this government notice does not say MQA is the funding body for the two Learner Inspector places.
Research engineering occupations and possible qualification routes through the Careers and Qualifications Explorer, compare study providers with the University Explorer and TVET College Explorer, and explore employment and skills information through the National Skills Intelligence Explorer.
