- Be a South African citizen residing within the Bergrivier municipal area (including Piketberg, Porterville, Velddrif, Eendekuil, and surrounding towns).

- Be currently in Grade 12 or already enrolled at a recognised tertiary institution.
- Intend to study or already be studying towards a qualification in a field relevant to municipal operations or community development.
