National housing needs register 2003

My mom applied for an, RDP in 2003, when I check her status online on the official website it says National housing needs register, and it shows a registration date of 2015, which doesn't make sense to me or add up. I have been seeking for help and answers but no one takes this matter into account, my mom is a pensioner now, dealing with a very critical disease and on the state she is in she is renting? This isn't fair South Africa and the government is neglecting us and the seniors of the country, we are soon to be evicted from where we currently live, we don't have any idea where we're gonna go. This is not fair
